I have been working on m first bike for about 10months, and gone throught 3 frames, I have everything installed on this one and I just need 2 chain links then clutch testing. The top part of the chain rubs the chainstay by an nth of an inch, will using a dremel to get that bit out of the way of the chain drastically weaken the frame, It's a steel Mountain bike :-||

Don't do that. Try spacing the rear wheel out with a couple of washers before grinding on the frame. Place the washers between the frame and the bearing cone nut to spread it a little. That will usually give you the clearance you need.
