I have built four scooters, all ran different , WOW these kits are cheap and extremely poor quality, but with a little mojo you can make them run .... Main problem for me seems to be fuel /air. Either too rich or too lean. ya did the carb needle slots so don't there. Easy to richen them up, by reaming out the needle seat, but if they run too rich.... its a *****

Welcome. You didn't say what engine or carburetor you have but we'll assume it is a Chinese 2 stroke, in-frame kit. A fuel rich condition is not unusual with a new engine and carb. There are aftermarket jets available but many of us solder the jets closed then redrill to smaller orifice size. The clip on the needle will only affect the mix up to 3/4 throttle. From there to WOT the jet size determines fuel delivery. You'll need to experiment for your altitude above sea level but don't get in a rush. The engine needs a couple of hundred miles on it to be considered to be broken in.
