chopper forks hard to turn?

well mey old hiawatha frame cracked the top tube i rewelded it,and then both cracked so i junked the frame,and stuffed a 26 inch tire on my old 24 inch Schwinn fleet and put my old jesse james chopper forks on it and there so stiff its hard to ride,no there not to tight.i just cant figure out whats wrong,i even losened the bearings to the point of slop and still to stiff,do you all think the rake of the frame is to much for my 200 pounds?

Does the new fork have a 1-1/8" steerer tube & the frame needs a 1" fork???

that might be true/the older hiawatha dis have a bigger head tube,and i grinded a head tube race to slide thru the fork tube to use as a race/maybe the fork is binding in the head tube?

That would be my guess.

Have you measured the steering head bearings? its sounds like a bearing miss match to me.
