Throttle

My Hand throttle will not close all the way it seems their is a nipple that seem to be holding it off on the inside does anyone know what I am talking about and did you cut your off

You are supposed to drill a hole in the handlebar for the pin to fit in so that it does not rotate when the throttle is turned.
