Hey Can Someone Tell Me What This Is? Is It Just For The Clutch Cable To Run Through Then TO The Clutch Arm?

That's what it is.... It is adjustable so you have some adjustment at the clutch end and most pull levers (handlebar lever) will also give you some adjustment. Good luck. We're here to help if you have other questions.
