A little cryptic I know. My grand daughter who is 14 has decided that she wants a Moped when she is 16 years old. If the law does not change she might have a shot at one. Her father does not want her to have a driver's license until she is eighteen. Most likely it is the cost of insurance thing.
I DID NOT volunteer to make her a motor bike. I did promise her an ebike when she is 16 and I'm going to do that. Not a lot can go wrong with them but a Chinese bike for a 16year old girl is an invitation for me to work on it forever.
Better for her to spend a grand on a good scooter I think.

I think an e-bike would be a nice way to get acquainted with powered vehicles.
