No. I'm not 100% sure, but it's probably the same engine block with just a different piston and cylinder, and/or maybe a different crank.
If you can get the newer one, it would probably be a good idea. Not because it's newer but because it's always good to have a spare engine. Especially if he says it's a working engine.
But even then I would check the compression of the engine that is in the bike, and get it running first if there are no major problems. Just because it's already in the bike.

The new one as far as I know had yet to run, I do know if he was teling me the truth the old one did work, dose that chang your thoughts?

Well, Well, Now you're in my area. A few years ago I built a bike that ws reinforced with not only king pins, and 1/4 inch steel, and I did it withe GX160 with a Stage 3 kit.

Being 72 now I can't remember quite what went into it, all I know it was expensive.
It GPS'd out at about 59mph.

Front and rear worksman drum brakes, I also had another front brake, 3 altogether.

I don't drive it much, it is very illegal here in Maine.
