Default Tubes or no tubes?

Im getting ready to accumulate parts for my motor bike. Its going to be a friction drive. My free bike needs new tires and tubes.

What do you guys suggest in terms of tire tubes, self sealing tubes, or those solid rubber things? Target has a $10 tire with a flat center by schwinn, the next tire up is $16 but it is knobbier. I read that for friction drive you should have a somewhat somooth center tire.

The front suspension forks on my free Motive Mountain bike, feels a little shot. Its an aluminum frame, light and pretty decent bike. Is there a budget front suspension replacement for it? Any suggestions?
