Both can be used for adjusting the tension of the throttle control.I like to only adjust the tension on the throttle handle itself (if possible)

You should use those to adjust the cable so there is a just perceptible amount of play before the throttle starts to pull the slide up.

In the first photo loosen the larger round, knurled lock ring, then turn the barrel out (counter clockwise) until you have about half of it in the top of the carb, then lock the lock ring.

Now do your final adjustment at the handlebar end.
