carb wont take gas

I just replaced my old crappy fuel line and when I have it all set up the gas wouldn't flow. Its not the fuel line or my filter because It flows when its not hooked to the carb but when it is NO FLOW
The white valve on the carb is facing up or down like its suppose to. I cant seem to figure it out
What could be my problem???

It should start flowing when you press the primer button on the carb.
