Handle Bars

I just got some new handle bars but the bars arn't snug in the neck and I was wondering if anyone else has had this problem and I want to know what I can do to make them SNUG.

You probably have a 7/8 pair of bars and a 1" neck. These shims are made specifically for this problem.
