Default Walbro HDA 97

A mate who works at the local council gave me this carb said its off a 50cc whippa snippa
I would post a pic but my camera has gone missing.
It fits the jug after i drilled out the mount holes on the carb, problem is there is a small hole in the centre of the outlet. can i block this or is this where the carb gets its pulse from ?
there is a small copper pipe i was thinking this was the pulse line to the crankcase or is it a vent line

My NT carb works great was just wondering if it can be inproved on. the walbro has a high and low mixture screws and flap style throttle.
