The air cleaner back plate built into the carburetor on my Happy times engine measures out to 1 29/32" outside diameter. Or just a little over 1 7/8".
1.4" (less than 1 1/2") would be too small.

Most of the aftermarket filters are 1.75 ID or 1 3/4"

These are a direct bolt on...different colors. They include the velocity stack which makes mounting easier. You will have to make a dimple to allow clearance for the choke nut. Bolt Hole Spacing: 1.5 inch or 41 mm

Mini Pocket Bikes > MTA1 Mini Pocket Bike > Performance Parts - Part Name: Air Filter and Stack - Saucer

Yes...but..You'll need to drill a small indentation for the choke nut because the velocity stack mounts flush. Not a big issue.
