Any aftermarket Harley shop can order you a weld on bung and a gas cap to fit it.
Also you can check out J&P cycles as well
Here, Aftermarket motorcycle Gas Tanks for your Harley, Metric Cruiser and Sportbike.
Click on "gas tank bung" in the lower left side of the menu.

What kind of tank are you building? Retro/rat rod? You could always use a cork, it was good enough for Burt Munro.

If I get around to building a custom tank I'm going to cut the filler neck out of my stock tank to use with the stock cap.

tried welding on the stock filler neck last night
the metal is thin but not so thin it shouldn't be weldable with the machine i have
but it seems to have poor consistency in the steel

messed with it for about 30 minutes then tossed it out

im sure you could oxy-acetylene weld it on no problem

search "gas bung." there might be a place in your area that sells them on, or check ebay. there's a bunch of different kinds you can weld on.
