New tracker build

New to all this. Can anybody point me to whats an easy frame to do this with? A few springer forks on ebay for only 60 or so.

is that a decent frame to start with?
-Throw a old springer seat with a custom setback seatpost
-throw boardtracker handlebars
-get some oldermotorcycle/ moped gas tank
