i have a 70 cc that runs a speed carby but when i open up the throttle it take about 3 to 4 sec for the enginto to pick this change in fuel and air or it just boggs down till i back off . is there any thing i could do or change ?

What does your plug tell you? Your c-clip needle setting is your adjustment for up to WOT. Have a look at your plug when she's cooled off, never pull a hot plug from aluminium you will eat your threads! She could just be a little rich, or you could have an air leak. Check the google search at the top of the page on "boggy throttle" you'll get many threads to read through.

But yea, check your plug first, that'll tell you whether you're lean(grey/white = very bad) or rich(oily, dark dark chocolate =not so bad, just sucky running) Ideally you want a nice dark tan colour after break in. If you're still breaking in, richer is better, for sure.

Your plug can speak, listen to her, and give her what she wants. :)
