Where the throttle cable goes into the carb, there is a rubber boot. Pull the boot up the cable as shown in the picture. Loosen the bottom 'lock ring', then turn the barrel nut counter-clockwise to the desired point. Then tighten down the lock ring.

Thanks for the reply but my cable doesn't have a rubber boot, just the wire coming from the sleeve. At the throttle grip there is only about 1/2" of movement with very little spring action. Not sure what's wrong??

there are 3 adjustments on a standard kit - as shown in the pic above, there is one on the carb - there is another with a lock nut at the bent metal coming out of the twist grip - the third is usually not used, as it is where the metal htreads into the twist grip & should be turned all the way in except for enough to lock it with the nut (this is because it needs to add metal strength to the cheap plastic grip housing), but it can be used in a pinch to shorten the inner even more that the other 2
