Well...

I'll answer your question first, then add some input.

Maintenance on these is pretty straightforward. Add oil to the gas. How much is kind of a hot topic usually, so read up on it and make your own educated decision. You will need to check the chain tension every ride, especially with the supplied manual tensioner. You'll also need to periodically adjust things like the throttle stop (idle speed) and the clutch cable. You will also need to grease the gears inside the clutch case periodically.

Now, that bike would be a decent platform with which to start, but that would be just the start. You would absolutely need to add a front brake of some sort. And a rim clamp type brake will destroy the paint on the rim. That looks like a huffy cranbrook, and they've been known to have hit/miss quality. You'd need to (at a minimum) disassemble the hubs and repack them with grease, as most come with little to no grease in them! And a cranbrook can be bought new for $88, and the motor kit around $150. Assemble it yourself and save some money. The same light kit can be bought on eBay for about $7. Mirrors are about $10.

guy has a decent price, but is building on very bad bikes - you want gears in the back & you want strong brakes on both wheels - shouldn't be more than another $50 or so to have him make you a nicer one

You should expect to do about 3 times more maintenance on it than you did on the Motobecane.

But the parts are cheaper. What's your time worth?
