Help identifying a Western Flyer model

Picked this guy up off of Craigslist. All I know is that it has a Western Flyer emblem on the front, and the serial number is TC0303097. I've heard that the first two letters are the manufacturer, but I haven't seen any that match 'TC'. Any thoughts?

WF bikes are almost impossible to nail down, they were made by over 20 different companys and no serial number records were kept on them. you can find pics of known models and go by that but the exact build date will never be known on a westernflyer.

I may be able to narrow it down a bit. Does it have a head badge or decal on the steer tube? Does the front of the chain guard attach to the down tube or the bottom bracket?
Is there a flat piece of steel welded to the back of the seat tube for attaching the cargo rack? Are the rear dropouts attached to the frame by pinching the steel, rather than welding? Got plenty more where that came from.
