throttle problems

Hey I am still new to these engine kits and I am really only used to B&S motors but I am having troubles getting the throttle into the carb and I have no clue what I am doing if you guys have ever had this problem you know how sad it is having the bike almost finished and then one thing just doesn't want to fit right. thanks you guys if you know how to fix this It would be much appreciated
