Full speed or NOTHING (as in hit the brakes to stop the engine)
The needle apparently is all the way out no matter what the throttle handle is twisted...Cable and handle are hybrids, one from Bike A one from Bike B and the cable sheath doesn't firmly attach to the grip and the other cable sheath merely nestles in the socket in the top of the carb
TAPED THE THROTTLE-END of the sheath to the handle where the bushing of the sheath would have screwed into the grip, if it were threaded (it aint) so at least THIS end of the cable is "in a fixed position"
The other end is taped to the top of the carburetor where it's sheath-bushng fits into the socket
