Forward exit Horizontal dropout solution?

I'm looking at a frame for a my next. Everything about it is perfect....except the rear dropouts...they're horizontal which is good, front exit which is bad. I've been racking my brain to try and figure out a way to solve this. Other than hacking off the stock one's and having new welded in, I'm stuck.

Could be easily pulled out by the power of the motor. Just not ideal for a commissioned build that will be sold to someone most likely not knowing a lot about bikes. Want it to be a safe as possible. ya know.

Do as you think best but an average adult cyclist in reasonable shape produces far more torque at the crank than any of these little engines we commonly associate with motored bicycles.
