If you look closely at the engine and compare to Zenoah 23, 24, 26cc and even larger, I think you'll see where the engine comes from. They can make BIG power and turn a ton of rpm.
After making an ID of where the engine probably comes from, the specs of 25cc and 3.5 hp have possibly fudged. To my knowledge, a 25cc doesn't exist. Of course, neither does an 80cc China Girl.

Technically a 26cc Zenoah/CY engine is 25.4cc, so I can see them calling it a 25cc. These are basically the same motors we run in our 5th scale rc cars. And yeah, they can make big numbers and RPMs.

I didn't go to the specs. Went back and found the 25.4cc for the 260 and 270 engines.
Using an engine that can cost as much as 2 HTs. Good engineering, quality pieces, ease of switching from powered to pedals, it'll be hard to get the start-up cost recovered. They are in a class by themselves.
I understand the cost thinking, but they aren't there to compete with a throwawy motor that is built by the millions, probably closing on the billions. We don't buy expensive bikes to motorize, as bikes can cost thousands. I've seen front forks cost 2Gs. But there is a market for the pricey bikes and forks, and I'll bet there is a small market for this as well
