Need Bike welded

I live with no work shop, I'm no Taco my rug would not survive.

The welding thing is just a major set back on the 3 year endeavor.

Welding shop is my last resort but would rather have some one who is into this bike thing step up, most shops would just blow me off.

I'm not 'getting' the springs on the seat stays. How can that area move without a fulcrum on the chain stay? I have to guess that what you need welded is where the extensions are. Is that correct?

Springs where eye candy just a elusion to hide the too pieces put together. Not on the final design. The chainstays slid over the original stays they will need to be pie cut to narrow down to the original stays. Looking for nice clean welds very little to no grinding Tig might be what I need.
