I spoke with enforcement at the dmv and motored bikes are illeagal in RI yes ILLEAGALcan only operate on private property

***§ 31-19.1-1**License required to operate. – No person shall operate a motorized bicycle or motor scooter upon a highway in this state unless the person has a valid license as an operator under the provisions of chapter 10 of this title and shall be at least sixteen (16) years of age.
(l) "Motorized bicycles" means two (2) wheel vehicles which may be propelled by human power or helper power, or by both, with a motor rated not more than four and nine-tenths (4.9) horsepower and not greater than fifty (50) cubic centimeters, which are capable of a maximum speed of not more than thirty (30) miles per hour.
***(g) "Electric motorized bicycles" means a motorized bicycle which may be propelled by human power or electric motor power, or by both, with an electric motor rated not more than two (2) (S.A.E.) horsepower, which is capable of a maximum speed of not more than twenty-five (25) miles per hour.
***(s) "Motor vehicle" means every vehicle which is self-propelled or propelled by electric power obtained from overhead trolley wires, but not operated upon rails, except vehicles moved exclusively by human power, an EPAMD and electric motorized bicycles as defined in subsection (g) of this section, and motorized wheelchairs.
So in other words...

Electric bicycle = regular bicycle = no insurance, reg or DL..

Gas bicycle = "motorized bicycle" = registration, insurance and DL.

RI 31-10.1 states that "motorized bicycles under 50cc and under 4.9hp and max speed capable of no greater than 30mph is exempt from this provision"

except for HIGHWAY riding. riding on state HIGHWAYS is not allowed.

In what context does this statute concern..
You quoted a statute and at the end it says..."under this provision".... What "provision" is that?
Confused...
Did you mean "limited access" highways?
There is a HUGE difference between "limited access" and "normal" highways

the clear version of RI law on this

any 49cc or less motorized bike is considered the same as a moped or scooter
- need a regular drivers license
- bike must be registered (plates and stickers)

anything over 49cc is considered a motorcycle, requiring MC license

electric bikes are exempt from the drivers license and registration requirements... treated the same as a regular bicycle



where they say "highway"... that doesn't mean the interstate, or just 55 mph or more roads, pretty sure that means every improved road... basically any paved road that the state maintains
so don't think you can ride a motorized bike or moped/scooter around town and get away with it, a cop will most definitely write tickets for no license or registration and likely take the bike into impound for either

but as for electric bicycles, the "highway" restriction doesn't apply...no license and no bike registration needed... you just cant go on any roads with a speed limit of 55 mph or greater, same as it is for mopeds, scooters etc
