What is the screw that holds flower nut in place?

Just run the outer clutch plate down to your local hardware store, it is normal metric thread. Take your flower nut with you so you can find something with a similar head that you can file or dremel to sit in the flower nut properly. Several vendors on here have exploded views with every nut and bolt but I didn't see one doing a quick look.

Yeah... it's M4 x 0.7 and an allen screw should work, just take the flower nut and the clutch plate with you to make sure whatever you get will fit in the flower nut cutouts.
