Spooky tooth description of RT carb

Spookytooth has what appears to be the exact same thing as the DAXrt carb, and in the description it says "This carburetor does not work in High Altitudes due to having the jet needle stationary." link http://spookytoothcycles.com/66-80cc-high-performance-carburetor.html

Is this true?

Same carb... Really, it doesn't matter which carb you use, you'll still need to re jet it before it'll work right, especially if you got mods done to your engine or if you live in a high altitude area...
