Morini need for a gearbox?

I need an engine that can do 50 on a 0% slope and 30 on a 30% slope. I know a S6-C Morini can do each one with the appropriate sprockets fitted but the question is: Can it do BOTH? Meaning, can you fit a sprocket for high speed and still have enough power to pull you up a steep slope quickly? I know that a motorcycle or moped would be more appropriate for this task. But that requires registration, insurance, a license, etc..... (all expensive when you're a student just trying to save up for a shop). Also, I only need to do 50 for a mile or so, just on a part of the road where there isn't a shoulder, so there isn't a safety issue I THINK. Anyway, it would be helpful if anyone with experience with Morinis could chime in with their advice/knowledge, thanks!

If you can get a Morini with gears 65cc or the Kx 65 or a Honda with gears because you rev the snot out of the Morini which is ok for short bursts but not for longtimes because it is tiring with the vibration.
