CD, that's a very curious break in that part.
Was it allowed to 'float' a bit, where it is anchored to the chainstay?
...really disconcerting to have a critical brake part fracture like that!!!

I think he broke it trying to bend it for clearance.
Maybe don't drink and bend:)
 
The brake arm normally resides inside a heavy duty bracket that allows it to travel a short distance to activate the rear brake light switch. There is normally a small hole for the return spring at the top front of the brake arm.

I am sending him a stock brake arm with the small hole and he can drill any mounting holes needed to install.
