With a 49cc you may have trouble pulling 7000 rpm. My 48cc had trouble doing much more than about 28 mph. Mine was geared a little taller than yours. I had 26" wheels with a 40T. It was doing 33 mph at 7000, but it wouldn't pull it on a flat without a strong tail wind.
