First Build - Hill Cruiser - Please Advise

I've been reading and reading and reading, for weeks. I've come to no conclusion on my own, so I've finally decided to sign-up and ask for advise.

I'm selling my car and getting a gas bike to run around hilly Foresthill-CA come june.

I want to build a bike that has repair-ability, maintainability, and replace-ability, as far as all the parts and mechanics go.

*This will be my sole road-transportation, I need good braking (down-hill), and effective gearing (up-hill).*

Q1: Which would you build as your sole transportation, #1 or #2?
Q2: Would you use a 4 stroke or a 2 stroke with that build?
Q3: Do I need front shocks or disc brakes?

I really appreciate all of the constructive input that everyone has to offer.

I want to have a safe and reliable and repairable motorized bike and I hope your advise can help me decide on what to build for that very goal.

Q1. #1 I'm not sure about the 3 speed hub.
Q2. 4 stroke.They are of a higher quality and will run longer most of the time.
Q3. You don't need them but I would put them on for my only wheels. Good breaks are a must, shocks are nice.

If it helps, I'm dealing with a maximum of 7-10% incline on some of the back roads, and 1% incline on the main roads.

[Used rise(ft)/run(miles converted to ft) formula, and google topo map with bike directions.

So...
Beach cruiser
4 stroke
Jackshaft (SBPs 4 stroke jackshaft)
7 speed external

Does $1000 plus about $200 in shipping seem like a good ballpark for this?
