I was putting the forks on my new skyhawk frame and had the head of the headset screw snap off. There is very little of the screw sticking out of the fork tube and not enough to get a vicegrip around it. Does anyone have any suggestions?

Maybe dremel a slot in it for a flat blade screwdriver?

Don't know your own strength.
I have a friend that can snap about anything he gets his hands on.

Screw extractors work well for me. I long time ago I did a tutorial removing broken bolts with screw extractors but none of my photobucket accounts work anymore? And that is where I had the tutorial with video and photos.

I actually stuck a different set of forks on it. i don't have too many tools and i don't have drills or any special tools. i have to get to the amazon warehouse 20 miles down the road from my house and i don't have the endurance right now to make it on a regular pedal bike,.
