WHAT KIND OF MOTOR? Two-stroke? Four-stroke? What size? What carb?
We can't help without some info.
Is the throttle cable hooked up?
Gas in it?
Gas turned on?

If the motor is brand new, they are known to run poorly until they get a few miles on them. I've had a couple that would not run without choke the first few hours. Once broken in, they were just fine.
How many miles on your motor?

alot mabey 500 miles yes gas is on it getts up to speed and starts to sputter and cough and it wont go but 1/4 of the speed it should . its a gt5 with sbp pipe high compretion head jaguar cdi:-||

Try cleaning the carb, maybe replace it with one you know works and see if the problem persists.

Also try checking around the head for signs of a blown gasket. A folded paper towel wiped between the head and the top of the jug will come up dirty if you have a bad gasket.

Skyhawk kits generally come with CNS carbs, so it seems the carb must have been changed? Did the throttle cable also get changed when the carb was changed? Cause I have heard the throttle cable is a different length for the CNS and NT carbs, so perhaps the cable isn't pulling the slide all the way up? Just a thought....
