I have used rol-lock scotch bright pads in one of my right angle drills.
If you aren't too anal about the final result it will probably take about 10-15 minutes.
Powder coating can be tough to power strip so when it comes to powder coat I just give it some 220 grit and red scotchbrite by hand.

When I was remodeling my first motorbike I could not afford the powder coating, so I used this https://www.mrosupply.com/paint-pain...904000_krylon/ In addition to this spray paint I bought the polyurithane finish.
the most important thing is to degrease and sand the surface properly.
