If your bike frame has horizontal drop outs, the part where your rear axle attaches, you can usually get the engine drive chain adjustment you need there by moving the rear wheel forward or backward. The problem comes when you try to keep the right tension on both the engine chain and the pedal chain. Some install a tensioner on the pedal chain side and some rely on shims in the engine mounts to attain the right tension.
It also depends on the frame design. Some frames, due to the shape of the chain stay will not allow the chain to run without interference with the frame unless the tensioner is there to guide the chain away from the frame.

There is a lot of discussuion here on the pros and cons of chain tensioners and how to run without them or to fabricate ones better than the kit supplied parts.
