This is for opening and closing your chain stay when you install belt drive to a sheave on your rear wheel. It allows you to install and remove the belt and then close the chain stay up again and not lose any strength in the chain stay.

I've been careful, I use a couple foot long screw driver and am careful to not wedge it where it will do harm. I've got a nack for it now that it is fairly simple. Still turn buckles I use that I have modified to help tension the belt in the drop outs and can carry it while I ride so if things happen. I never have done this extra part where I would not have to remove a jack shaft to complete putting on a belt should one snap. The idea to have a second belt tied in place and not touching the rotating jack shaft. Just un-ravel when needed and much less work to change belt. Link belt I have, but they just don't have the grab for the torque needed in the off road riding I do.
