I usually find it easier to go to used bike parts store & get a diff fork, but depending on how it was made, it might stretch OK. On rear forks, I usually work slowly by putting in a longer axle (without hub) and over several hours adjust two nuts on that axle outward from between the forks - be sure to check each leg's distance from fork centerline.

Yes you can. Measuring the final dimensions will be more difficult than if you were widening the rear triangle. You'll need to setup some sort of fixture or mount to measure it.
