Might sound like a rather dumb question and yes, there are dumb questions...
But as I am unfamiliar with these little engines, is the crankcase supposed to have oil in it or is it a dry system? So far I've disassembled my non-running 49cc to the core, but have not yet come the final step of separating the lower case. Thus far everything looks like new after four years of running, so I'm suspecting the problem lies in the bottom end.
I'm doing this tear down more out of curiosity rather than any plans to repair it, as the better option is to replace the rather anemic 49cc with a stronger 66cc.
