ok ive adjusted my clutch on my bike the clutch it self and the cable it seem if i screw the side plate on my 49cc skyhawk motor it it makes the clutch stick on
not a big deal but the clutch arm wont spring its self back out unless its back out a bit any ideas on how to fix it

Make sure the bucking bar and ball bearing are proper size and present.

Sounds like your clutch cable is too tight. You want little to no slack but not so tight as to pull the clutch actuator lever when the handlebar lever is in the engaged position.
Do some reading from the attached link and let us know if it helps.

Also you need to lubricate the cam, the bucking bar and the ball bearing with a good quality bearing grease.
