someone told me u could use less then a 25cc and not over a 32cc engine. is that true. and what size bike can u use

you can use what ever engine you want!

ive seen itty bitty gas sipping ultralight weedeaters @ 18.5CC

all the way up to large 6.5HP 200CC 4 stroke monsters with 4" oak drive rollers

it really just depends on how you mount the engine, and how you clutch the power to the wheel

as for a bike's size:
what ever you have handy, or whatever your comfortable riding. most friction drives eed a solid back wheel (without read suspension) but otherwise a mount above the wheel(rack mount) would be an easy thing

good rule of thumbs are:
1"-1.5" drive roller (bicycle peg)
scissor clutch (lifts the engine off the tire)
dead solid engine mount (tight and strong)

pocdragon is right but it also depends on the law on what is legal and what is not.
You have to check with the DMV on that..........Curt
