reading 1 my bad what im trying to say is my meter stays exactly the same when im testing it as it does when my meter is turned on just sitting on the table.

Any 0 ohms measurement means you have a direct short (continuity), and if you feel that you are testing it correctly, replace that part. Just a reminder, One lead goes in the V/ohm/mA jack and the other goes in the COM jack. The 10ADC jack is not used and most likely you will never have a occasion to use it.

Meter ON with leads plunged in jack and not touching = 1 ohm
Meter ON with leads plugged in jack and touching each other = 0 ohms
