I have had this bike for about a year and I was wondering if I was to install a 28 tooth sprocket would I lose to much Low end and how much faster would it go?
Would this work ok?

i had a 28t on a 20in wheeel.. 49cc.. it was verry weak going uphill.. i had to gun it and max out before i got to the bottom of the hill to get enough momentum to make it to the top.. sometimes i would have to pedal assist...and it was tough to get up to speed.. semed like there wasnt a long enough road anywhere to get up to top speed.. accelerated really slow... i would suguest a 36t with that 26in tire... maybe 34.. but no less than that unless you want to pedal
You'd have to do some pedaling to get it moving, or put a lot of wear on the clutch.
I'm not math-smart enough to figure your speed but someone will probably post a rpm/speed calculator that might give you some idea.

A 28T rear sprocket is way too small, (unless you only weigh 130 lbs).
I weigh 200 lbs & find that a 36T is a little too small for my weight... I usually recommend 40T sprockets for most bikes.
