i have a 5 hp briggs off roto tiller on a bike
the motor cant rev up as if its geared to low and doesn't have enough torque with this gear setup? 10 to 10 to 10 to 50 with a jack-shaft
was thinking 10 to 20 to 10 to 50?

It is geared way too low. :)

10 to 10 to 10 to 50 = 10 to 50 = 5 to 1 ratio = 62 mph at 4000 rpm using a 26" wheel.

10 to 20 to 10 to 50 = 10 to 1 ratio = 31 mph at 4000 rpm using a 26" wheel.
