Do you have spark? check for it. Did you have the engine apart? Did you have the coil off check for clearance .20 between the coil and flywheel. Same for points ........Curt

Have you checked to see that the top of the spark plug isn't touching the frame or close enough that the spark is jumping to the frame. That photo makes it look like the plug is touching, or darn close.

The engine needs three things to run. Fuel air and ignition. Start by confirming you have all three.

Don't forget compression and timing. Leaking valves and worn out rings will lower the compression considerably. And the soft key Briggs uses in the flywheel is notorious for partially or totally shearing.
