Motor won't start

I got a new 2 stroke and mounted it to my scooter. I mixed the fuel and thought I was ready to go. Tried pull starting it but I got nothing. It won't ever try to start. Am I doing something wrong? Is there a trick to 2 strokes when they're new I don't know about?

you didn't give much info on this new engine? is there a primer bulb to prime the carb?
you need 3 things to make it run spark,fuel,and air.
if it is a new engine did it come with any instructions?

There's no primer bulb. (I assume that's the little button that usually says "Push 3 times before starting")
No instructions. Just came in a brown shipping box with packing paper filler.

It came with a spark plug in it already, It's getting air, and I've got the fuel line hooked up and the tank full.
I was worried that I didn't get the oil/fuel mix right and it would start because of that.

I have a primer bulb from an old motor. Think I should put it on this newer one? If so, does it go on between the carb and the motor?
