Clutch stuck? Rear tire won't spin forward

if it has spark,and fuel in the carb,and compression it should run.
when i first fired mine up i needed to ride it about 50 feet,choke lever up and on the throttle a little,as soon as it popped a couple times i put choke down and kept pedaling.
then it took off,and its been running fine since.

i have been known to do some stupid things,one of them is blowing compressed air through carbs to see if they are delivering fuel.with carb disconnected from manifold,and a little gas in bowl and throttle open,i give it a short blast.
i wouldnt do this indoors,or near any source of ignition.i almost regret mentioning it.
its a dumb thing to do,but i needed to know.
i did use water and a shop vac once,on intake side to see if an updraft carb was actually working.it was.

I just bought my motor I installed it to my bicycle, then I was going to take it for a test drive. Well I start going I released the clutch the motor was getting ready to start then it lock up. Why and how can I fix it?

Help plz...
