When riding, I get about 28-30 mph and the bike sputters like crazy.... in a misfiring kinda way.
it does this on flat land... It can go alot faster with my 34t sprocket and 66cc skyhawk engine.

The motor doesnt even seem like its even near topping out.. My guess is spark.. I have an NGK plug but stock CDI and Wire.. BUT When i go up the 8% grade hill for a full half mile here at my house, it hauls butt up the hill with no sputtering/misfiring at all.....

anyone know what could cause this?

fuel, most likely. check your plug. if it's black and oily, try raising the clip up on the needle to lean it out. if it's white-ish, go down a notch.

i'm betting it's too rich.

also, keep your air filter sponge clean. if it gets too clogged with oil it can't breathe.

last resort is soldering and re-drilling jets.

You could lean it out a bit, but the real cure is to gear up if you can...say from a 44T to a 40T or 36T sprocket.
