These look more vintage to me and would look cool in a boardtrack type of bike....please comment on them

That looks like a Whizzer motor, dont know too much about them but someone here does Whizzer Motorized Bicycles - Motorized Bicycle at Motorized Bicycle Forum

It sure is an attractive motor. 4 cycle too. The CCs might be a legal problem is some areas but I'd like to see one in person. Nice find. Thanks.

they lie in their ad
the 98cc is a china kit 69cc
they are not to be trusted

Chain drive and the kit sounds identical to a Chinese 2 stroke kit. Whizzers use a belt drive.

Isn't it illegal to advertise falsely? How do you alert the appropriate agency?
