The valve in the exhaust is called a cut out. You will notice that it is part of the front end of the muffler, you open it and by-pass the muff to gain a little performance or economy on the open road. Many early vehicles had them, even more were aftermarket. When I was young, on the edge of a really small almost ghost town near our farm was an old sign that read "Please Close Your Cut-Out".

Here is a thought do you think any of the builds gentelmen here have made will ever look so elegant an sexy , that bike just oooozzzzes cool class.

I think there are people on here that could duplicate that motorcycle in the guise of a modern day bike. It probably would cost a bunch but...how cool would it be!

Back in the 60's we called those snuffers. A lot of the honda 350 scrambler crowd used them to quiet the exhaust down. Usually used at 2:am when your trying to sneek into your neighborhood. All the neighbors know it's you with them open. Still a little loud but tollerable.
