A little bit of debris on the needle and/or seat prevents the needle from sealing off the fuel, so it constantly flows into the carb and out of any available hole.

Check the float heighth too.. The mould line or the Brass seam should be about level with the gasket when its turned upside down. Check to make sure no debris as stated earlier. those are the two biggest fuel overflow issues with any carb.

Yes, it is inside the bottom of the carb and it rises and 'floats' on top of the fuel, and pushes the needle into its seat to stop the fuel flow when the proper fuel level is reached.
